Tendering Department Manager

Lead and manage the tendering process from opportunity identification until final bid submission.Review and evaluate tender documents, drawings, specifications, BOQs, and contract requirements.Analyze tender requirements to identify technical, commercial, financial, and contractual risks.Coordinate with estimation, procurement, technical office, engineering, planning, and commercial teams to prepare competitive bids.Develop tender strategies aligned with company objectives, market conditions, and project profitability targets.Oversee preparation of technical and commercial proposals, ensuring accuracy, quality, and compliance with tender requirements.Lead cost estimation, pricing strategies, and bid calculations to ensure competitive and profitable submissions.Review material costs, subcontractor quotations, supplier offers, and indirect costs during bid preparation.Ensure accurate calculation of project cost, overhead, contingencies, and profit margins.Lead bid clarification meetings and coordinate responses to client enquiries during tender stages.Evaluate contractual terms and conditions, including FIDIC and other contract frameworks, and identify commercial risks.Prepare tender risk assessments and recommend mitigation plans before bid submission.Support negotiations with clients, consultants, suppliers, and subcontractors during pre-award stages.Monitor tender pipeline, submission deadlines, and bid status reports.Ensure all tender submissions are completed accurately and submitted within deadlines.Participate in post-tender clarifications, negotiations, and handover meetings with project execution teams.Analyze tender outcomes, win/loss ratios, and pricing trends to improve future bidding strategies.Develop and maintain strong relationships with clients, consultants, and strategic partners.Lead, mentor, and develop the tendering team to enhance efficiency and proposal quality.

Bachelor’s degree in civil engineering, Architecture, Mechanical Engineering, or a related discipline.PMP certification is preferred.Professional certifications in Contracts Management, Estimation, Tendering, or FIDIC are highly preferred.Minimum of +15 years of experience in tendering, estimation, or commercial management within construction or contracting companies.Strong knowledge of construction methods, project lifecycle, and tendering processes.Strong understanding of contract administration and FIDIC conditions.Advanced knowledge of estimation, cost planning, budgeting, and pricing strategies.Strong experience in preparing technical and commercial proposals.Strong financial and commercial acumen with risk analysis capabilities.Experience in subcontractor and supplier commercial evaluation.Advanced proficiency in Microsoft Office, especially Excel, Word, and PowerPoint.Experience in AutoCAD, Primavera, or similar project management tools is preferred.Knowledge of ERP systems or ACC system is a plus.Strong leadership, negotiation, analytical thinking, and communication skills.Strong stakeholder management and client-facing experience
